Sierra Leone · Residence procedure
Do you have to appear in person for a Sierra Leone residence permit?
According to the official Unified Permit platform, the process combines online filing with in-person registration and collection: first register with the National Civil Registration Authority (NCRA) to obtain a NIN and an active Non-National ID card; then complete the form, upload documents and pay online at unifiedpermit.gov.sl; finally collect the permit card at the location indicated by the platform. The authorities have not published a step-by-step list of what must be done in person, so biometric capture and whether collection can be delegated depend on the receiving office.
1. The official process has five published steps
The Unified Permit platform describes five steps: create an account, choose the permit type (residence, work, or both), complete the form, upload documents, then pay and track the application, collecting the card at the end. The platform states the precondition directly: register with NCRA for a NIN and an active Non-National ID.
The Immigration Department's own notice adds two points: work and residence permit applications go through the platform, and applicants should follow the document checklist before submitting. Whether a given step requires the applicant physically present is not itemised publicly, which is exactly what has to be confirmed with the receiving office.
- 1. Register with NCRA for a NIN and Non-National ID
- 2. Create a platform account and select the permit type
- 3. Complete the form and upload passport and employment letter
- 4. Pay online and track the application
- 5. Collect the permit card at the indicated location
2. What can be done online
From the platform's own description, the application form, document uploads, fee payment and status tracking can all be completed online, and a mobile app plus real-time tracking are provided. For applicants outside Sierra Leone, this means most preparation does not require travelling first.
Online filing is not the same as an entirely remote process: the platform's FAQ moves directly from payment to collecting the permit card at the indicated location, so at least the collection stage remains physical.
- Online: form, uploads, payment, status tracking
- Online: choosing permit type and supplying further documents
- In person: NCRA registration and identity card, card collection
3. The three stages that normally need the applicant
First, NCRA registration and the Non-National ID: the platform requires the NIN and an active card before an application can proceed, and this type of identity registration normally involves the person. Second, collection: the platform states plainly that the card is collected at the indicated location. Third, entry: at the border the officer checks identity and the visa ground.
For applicants abroad, the practical sequence is usually visa first, then entry, registration and collection, and only then work and residence in the normal sense. Treating “card first, then travel” as the default tends to produce scheduling errors.
- NCRA registration and Non-National ID (normally in person)
- Collection at the indicated location (stated by the platform)
- Border checks on entry
- Biometrics: as required by the receiving office
4. Why the NIN and Non-National ID come first
The platform makes the NIN a precondition: without it and an active Non-National ID, the account and application do not move through the normal flow. That reverses the order familiar from many jurisdictions — identity registration first, permit application second.
For families this means every applicant has to be registered. If a dependant's NIN has not been issued, the principal applicant's file will be treated as incomplete.
- Register first, apply second — the order cannot be reversed
- Every applicant needs a NIN
- Unregistered dependants make the file incomplete
5. Three claims to question
The first is “fully online, no need to travel”: the platform itself requires collection at a designated location, so the claim contradicts the official description. The second is “someone else can collect the card”: the authorities publish no delegation rule, so it depends on the receiving office and a written authorisation.
The third is “card guaranteed within weeks”: the platform publishes a process and average processing times, while individual cases depend on document completeness, payment and verification. Any fixed timeframe should come with written grounds and be checked against official notices.
- “Fully online” contradicts collection at a designated location
- Delegated collection: no published rule, office practice governs
- Fixed timelines: require written grounds, not verbal assurances
6. Seven checks before travelling
Confirming these seven items avoids most wasted trips: passport validity, visa type and stated purpose, NCRA registration documents, whether the Non-National ID is active, the platform account and permit type, whether the document checklist is the current version, and the collection location and hours.
The permit type is the item most often overlooked: residence only, work only, or both carry different documents and fees, and choosing the wrong one means starting the filing again.
- Passport validity and blank pages
- Visa type consistent with the purpose of entry
- NCRA registration documents ready
- Non-National ID active
- Correct permit type selected online
- Current version of the document checklist
- Collection location and hours confirmed
Frequently asked questions
Can the whole process be completed online?
According to the platform, no: the application, documents and payment are online, but NCRA registration for the NIN and Non-National ID, and collection of the permit card at the indicated location, are not.
Do family members need separate registration?
Yes. The NIN is a precondition for every applicant, and an unregistered dependant makes the principal applicant's file incomplete.
Can I apply from abroad?
The platform allows an application to be created and documents uploaded online, but NCRA registration and collection normally happen locally. The usual sequence is visa, entry, registration, application and collection.
How long until the card is issued?
The platform publishes the process and average processing times; individual cases depend on document completeness, payment and verification. Rely on the platform status and the office notice rather than a fixed verbal promise.
Should residence and work permits be filed together?
It depends on the purpose: residence only, work only, or both involve different documents and fees. Employed applicants normally need both, and the wrong type leads to resubmission.
